A letter from the Clerk of the Legislative Council records his salary as follows;
"The Honorable Legislative Council Office The Colonial Secretary Sydney 1 July 1856. Sir, Acting under the authority of a verbal communication from the Honorable the Executive Council, conveyed to me by the Clerk of that Council, suggestions were made by myself and Mr.O'Connor, in a document addressed to you on the ninth of May last in reference to the transfer of the services of the officers and servants of the late Legislative Council to the service respectively of the two New legislative Bodies now existing.
These suggestions having been generally approved, Mr O'Connor and myself, under the authority of a printed circular (No.68) dated 27th May last, addressed to us respectively, took upon ourselves to allot salaries to the new occupants of the subordinate offices,Vizi (written in the margin under 'Permanent' -Principal Messenger, Wm Brophy; Assistant,Alex McIntosh and 3 Extra Messengers) as regards the Legislative Council Department, those indicated on the margin.
We also suggested that the salary of Mr. Jessop, who under the old Council had the charge of the Buildings, should be increased from one hundred pounds a year to one hundred and fifty pounds a year (with the corresponding or equivalent gold increase) in consideration of his having the charge of the two Legislative Buildings, instead of the one with the assistance of two Female Servants one (Mrs.Brophy) with the salary of two shillings and sixpence per diem, and the others, with the salary of two shillings per diem. It was of course also necessary to procure the assistance of the services of some Extra Clerks during the few days which the Council sat and two were appointed, Mr William Gunn and Mr Alfred B Burne; and the services of these Gentlemen or others in lieu thereof and of three Extra Messengers will again be required when the Council re-assembles.
The Auditor General has required that the special authority of His Excellency the Governor General must be obtained for the payment of the salaries of the officers and servants above named before the same can be allowed; - Your letter of the 21st Ultimo No.88 has authorised the payment of the salaries of the permanent principal and assistant messengers with the salaries of one hundred pounds per annum, and three shillings and sixpence per diem respectively.
I have now the honor to request that payment of the salaries undermentioned may be authorised, Vizi;- Extra Clerks.

Mr Jessop, one hundred and fifty pounds per annum with the corresponding temporary increase.

        Administrative history note:
        No definitive date exists for the creation of the Balranald Crown Lands Agent Office, however surviving records form the office commence on 6 February 1858 and the Public Service List records the appointmnet of Alfred B. Burne to the Office on 1 August 1861. (1) Both the Crown Lands Alienation Act, 1861 (25 Vic. No. 1, 1861) and the Crown Lands Occupation Act, 1861 (25 Vic. No. 2, 1861) which set out the duties of land agents received assent on 18 October, 1861. The former dealt with the sale of land. The duties of a land agent under this Act included

        (a) accepting written applications for conditional purchases of land between 40 and 120 acres (2)
        (b) receiving deposits of 25% of the purchase price (3)
        (c) determining by lot the successful purchaser (if two or more applications are made for the same land) (4)
        (d) recording particulars of applications for provisional purchases into a book (5)
        (e) forwarding particulars of applications to 'the proper officer of government' each week. (6)
        (f) arranging refunds if a purchaser withdrew from a conditional purchase of unsurveyed land within one year of application (7)
        (g) Certifying occupancy and improvements to conditionally purchased land final purchase of the land (8)
        (h) Making land available to other purchasers if the deposit has not been paid (9)
        (I) recording in a book all sales made by him under the Act. (10)

        Under the Crown Lands Alienation Act, 1861 the Land Agent
        (a) received payments of renewals of leases (11)
        (b) Converted leases under the Crown Land Regulations, 1848 to those under the Crown Lands Alienation Act, 1861 (12)
        (c) arranged leases for land which was not bid for at auction (13)

        Regulations under the Acts were published in pamphlet form and were available from 15 November, 1861 (14)
